Tranche 2: Antrobus Street and West Street

Aim: The scheme would form one part of a wider east-west walking and cycling route connecting through Congleton. The scheme would complement the Congleton Link Road by reducing traffic levels and speeds through the town centre, making it a safer and more attractive place.

Current situation: At present relatively high levels of traffic use this route and there is a 30mph speed limit. Crossing the road can be difficult in some areas, particularly on Mill Street.

Proposed solution:

  • Reduced speed limit to 20mph on sections along West Street, Antrobus Street, Mill Street and Swan Bank (including side roads). Please see scheme drawing below.
  • Improved crossing points near to the bus stop on Mill Street and at the junction of West Street / Antrobus Street.
  • Waiting restriction extended to no waiting or loading on the West Street/Antrobus junction to allow an improved pedestrian crossing point.
  • In addition to the above, two options have been identified for West Street between Antrobus Street and Astbury Street / Banks:

    Option 1: This option would reduce the levels of traffic travelling through the town centre and improve cycling facilities.

  • One-way only on West Street in an easterly direction towards town centre.
  • West Street closed in a westerly direction and replaced with contraflow cycle lane.
  • Westbound traffic to use Mountbatten Way / Rood Hill / Clayton Bypass, with Congleton Link Road anticipated to remove some of the existing traffic from this route.
  • On-street parking retained with no loss of parking.
  • Speed surveys and traffic monitoring undertaken on alternative routes to the south of West Street prior to implementation. Streets could include Wagg Street, Lion Street, Crescent Road, Astbury Street, Prospect Street, St James Avenue and West End Cottages. Where required mitigation measures could be implemented.
  • Dane Street, Overton Close, Booth Street, Elizabeth Street and Silk Street, required to turn eastbound towards the town centre on West Street.
  • Current westbound bus stop outside the Cricket and Bowling Club suspended and services diverted.
  • Option 2: This option would not contain any dedicated cycling facilities however if levels of traffic and speeds reduce then there would be benefits for pedestrians and cyclists.

  • Two-way traffic maintained on West Street between the Clayton Bypass roundabout and the current one-way system on Antrobus Street / West Street.
  • Traffic calming measures introduced along West Street including 'Give and Take' features between Banks Close and Dane Street, and Booth Street and the bus lay-by/bus stop (see scheme drawing below).
  • Bus stop outside Congleton Cricket Club to be retained, however bus lay-by to be infilled to create an improved public space with benches and cycle parking.
